Series of bomb blasts in different places accross the country exposes our weakness, should we bring back POTA

The series of bomb blasts occuring in different places in the country clearly exposes our intellegence failure and we are not able to effectvely contain this menace Is it advisable to bring the POTA back on the statute which was repealed by UPA
