Playing hard to get or just friends?

Short story- hard eye contact when we separate for the day. Mimics my body language- my arms are crossed = her arms are crossed. I move closer = she moves closer. Trying to hang out with her is extremely difficult though, as she always seems to have plans. She even tries to get me to make plans with her, so it seems, but then when it comes time to hang out she has something else going on. We did go on a couple dates when we first met, but i then mistakenly indicated we should just be friends. Help?
