Does this work? I have read in the local newspapers about "Friendship Cell Numbers" .?

I have recently read in the Local newspaper some advert. "Friendship Cell Numbers" ."Beautiful Models for friendship" Before calling them I would like to know that is it safe to call them? Doest it work? or it is money extracting? can i really find some friends through that advertisement. If anyone knows about it plz answer this. Thanx in advance.
